Alka Arcari

Alka Arcari is a senior consultant within Point-of-Care Partners’ Payer, Provider & Technology (PP&T) business unit. A seasoned healthcare executive with more than two decades of experience across payers, providers, and health technology, her expertise spans enterprise product strategy, interoperability, AI enablement, and large-scale clinical and data modernization.

Before joining POCP, Alka served as VP of Data & Analytics at Blue Cross & Blue Shield Association, where she led the organization’s AI strategy, including vendor evaluation, use-case prioritization, and development of the technology and business requirements needed to operationalize analytics and measure value.

At CVS Health, Alka served as Head of Technology for a Medicare ACO, modernizing point-of-care data exchange and analytics in collaboration with providers, vendors, and CMS. She led the development of a new Epic service area and enterprise data-ingestion platform in five months, integrating more than 20 systems into a unified clinical data model supported by a $10 million investment.

During more than 15 years at Aetna, Alka held leadership roles across product, strategy, informatics, data science, and interoperability. She directed a $100 million clinical platform selection spanning quality management, care management, utilization management, and population health, evaluating 23 vendors and coordinating input from more than 200 stakeholders. She also founded two interoperability organizations, one payer-driven and one focused on value-based care, to advance bidirectional provider data exchange using technologies including Carequality, DirectTrust, Epic Healthy Planet, Epic Payer Platform, and Athena.

Alka is recognized for her ability to bridge business and technology, helping organizations translate emerging capabilities into scalable, enterprise-ready strategies and platforms. Having led from both sides, she understands the business pressures driving decisions around growth, cost, compliance, and operational performance, as well as the technical realities of legacy environments, data quality, architecture, security, and modernization. This perspective enables her to connect the “why” behind business priorities with the “how” of technology execution.

Alka holds a bachelor’s degree in microbiology and a Master of Public Health with a concentration in Health Policy and Management, both from the University of Massachusetts Amherst. She is experienced in Scaled Agile methodologies and is certified as a Product Owner/Product Manager (POPM).

Alka lives in Connecticut with her husband and two teenage children. She is active in her church and serves in a governing role as secretary.
